I think we needed to bind a location for the message catalogs at a C-ish level
before the builder is created:

should fix this - can you let me know whether it works for you? I've added
some debug lines
I've tested that it works for strings with and without contexts using a quick
and dirty en-GB translation. Seems to work, but it's not exactly a full
coverage test.
