Follow-up Comment #1, bug #17844 (project mypaint):
I believe this could mimic the behavior of folders. The folder metaphor is
commonly understood so it would be easy for both new and old users.
I'll make a sketch of how I think it might work (attached).
This way, users would drag-and-drop backgrounds between folders, and by
default they'd be in a "default" folder. folders could have ways to collapse
them, so it wouldn't need the complexity of nested folders (but it should
remember which folders were collapsed between sessions).
