Libora is a good idea. I proposed to nlnet (a Dutch non-profit that funds interoperability work in free software) that I get funded to create such a lib. There are some issues around the idea, though. For instance, gimp will only start using a library if it's written in C, I guess -- where my first choice would be C++ based on QtCore :-). Then, the spec isn't really finalized yet, although thanks to the MyPaint project, it is at least moving.
