For me the main feature for "save scrap" is that it never overwrites
anything. It is a sure way to save my work without thinking about file
management.

Several days later, I usually check my most recent scraps, crop the best of
them in GIMP and give them a file name, and remove some of the old versions
to save space.

"Save scrap" used to keep the old filename and just append a letter, but we
changed it to make it more predictable ("dumb") for users, so it's always
clear into which folder the file goes. Independent of my own use for this
feature: if we make it keep old versions in one case, and overwrite them in
the other case, this would be a step backwards IMO.

David (Gowers), I'm sure you're not the only one who prefers to work without
the "version history". Maybe there is another way to support your workflow?
For example, propose a "scrap-like" filename by default when you save the
first time, so you just have to hit return?
