Because I'm trying to make the background a more accessible thing,
basically almost a layer in its own right (albeit not a paintable
layer). The "show background" toggle affects what Merge Visible and
Merge Down do now - both these commands now strive to be WYSIWYG, i.e.
to retain what you see on the screen after the merge, so background
visibility is rather fundamental to their operation. If the background
is turned off, you get a "pure" merge that doesn't pick up elements
from it.

I'd like to make the (still fairly hidden) background a layer in the
layers tree, albeit a special one at the bottom that can't be moved
and which is always "locked". But that's future work.

As for dialogs... we probably do need to consider how client-side
windows are affecting their appearance, and try to make things nice
and consistent. Definitely something for a final polishing pass
though.
