I'd quite like it to be its own Github organization, suitably independent of other ones ☺
Current wiki page (and the spec itself) is at https://wiki.freedesktop.org/www/Specifications/OpenRaster/ so no need to do anything ourselves. I've just sent in a BoF proposal for LGM2016 regarding OpenRaster's future evolution, and I hope I'll get a positive response for that.
