I suggest you read up on the GRANT syntax :)

http://www.mysql.com/doc/G/R/GRANT.html

What you need done can either be done through issuing a GRANT statement,
or modifying the mysql table manually. If you're not too familiar with
MySQL, I suggest you use the GRANT.
