Chinese OS: Read the manual on how to set the default character set and
language in mysql.

English OS: You will need to build a UI to be able to enter Chinese
characters.  Chinese characters should go in as ASCII garbage but will be
displayed as Chinese characters on a Chinese OS without any problems.  If it
does not go in as ASCII garbage, you may then have a problem.  If you create
web pages, make sure you set the correct character set.
