i'm still using 3.23 can anyone show me how to activate update log by modifying the my.cnf/ my.ini

It is not clear what you want. Do you need help starting the editor? What OS are you using? On Windows systems Notepad can be used to edit the configuration files.
Which 3.23.x are you using, what is the last digit in the version number?
And a question about update log, does it only record update and delete (mysql documentation), how about insert? do the log recorded those too?

I don't think you should use the update log, you should use the binary log, even if you use version 3.23.x.
