No.

$ file xmltex-20000118-13.noarch.rpm
xmltex-20000118-13.noarch.rpm: RPM v3 bin xmltex-20000118-13

Re-download the file, and check to see if there are MD5 checksums that will 
tell you if it was corrupted.
