I recomend the PHP Home Edition Project at http://phphome.sourceforge.net/. It installs PHP, Apache and MySql, all configed to work together on a Windows machine.
Version PHP Home 2.3.2 installs PHP v.4.3.3, Apache 2.0 and MySql 4.x (Note the latest version is 2.3.4 and includes PHP 5). I have been using 2.3.2 for several months on several machines and have had no problems at all.
