There are about 70 million ZIP+4's in the USA. Buying a data file that you can import into your own database typically costs around $10,000 from the small handful of companies that actually compile the data! However, there are data broker companies such as Melissa Data (http://www.melissadata.com/GeoCoder/geodata.htm) that sell a COM object that you can query to get the let/lng of a ZIP+4. The Melissa Data solution costs just over $1,000.
