LEFT JOIN should do the trick for you...
SELECT players.PLAYERID, players.FIRSTNAME, players.LASTNAME,
COUNT(goals.SCORER)
FROM players
LEFT JOIN goals ON goals.SCORER = players.PLAYERID
WHERE players.TEAMID = '$TEAMID'
GROUP BY PLAYERID ORDER BY player.LASTNAME;
