The one missing piece: mysqldump can choose to dump only one or a few
databases, and if given one database name, can dump only selected

There are three general ways to invoke mysqldump:
shell> mysqldump [options] db_name [tables]
shell> mysqldump [options] --databases db_name1 [db_name2 db_name3...]
shell> mysqldump [options] --all-databases
Read the manual for your version of MySQL for more options.
--opt looks like it might be most useful.
