Recommended ISP

Hello,

My current Domain hosting company charges me US$28.95 for hosting with MYsql support.
I am looking  a lower cost service provided who can provide normal domain hosting with 
MYSQL , PERL and PHP support without sacrificing server stablity or up-time.

Any recommendation from you all??
