Pete:

Check the config file (C:\MY.CNF or C:\WINNT\MY.INI) ... you should see a
line like:
        log=d:/mysql/mysql.log

If the line if commented out (# log=d:/mysql/mysql.log), then logging is
off. Remove the #, shutdown and restart the mysqld server.
