If you want to use binary installation then you don't need to run make.

If you want to compile mysql from source - you need to download
source files, for example this:
http://www.mysql.com/Downloads/MySQL-3.23/mysql-3.23.40.tar.gz
and compile this distribution like this signed here:
http://www.mysql.com/doc/I/n/Installing_source.html
