I've had this happen (" Can't connect to local MySQL server") at the
command line when I forgot to specify a host, so mysql assumes localhost.
Check your host argument.

AFAIK it means php support for mysql is installed.

Write the code to access your database, and execute it. Check
php.net/docs.php for further info
