Unless I'm off my rocker, the WinMySQLAdmin program is a windows executable and has nothing to do with Apache. When you're in it, click on the "My.ini Setup" tab and enter the necessary username/password required to connect to your MySQL installation and save that configuration. Then WinMySQLAdmin will know how to connect to that server on startup.
