No just specify the full pathname to the file.  If it's in D:\tmp\text.txt,
use:

LOAD DATA LOCAL INFILE "D:\\tmp\\text.txt" INTO TABLE tabname;

Or:

LOAD DATA LOCAL INFILE "D:/tmp/text.txt" INTO TABLE tabname;
