Reasonable people would expect that, yes, but evidently the folks at Redhat 
are not talking to the folks at MySQL, or vice versa. RH lays out the 
product files to match the Linux File System Standard, and either MySQL 
does not believe in this, or RedHat has not taken the time to explain the 
concept or work with MySQL to achieve this uniformly.

So the result is that you have two packages that are not replacement 
compatible. They use different names, fortunately, I think, or maybe not, 
because most of the paths collide.

Is there a way we can beg Red Hat and MySQL to come together to a mutual 
understanding, and use the same RPM file? Please? Pretty please?
