The shortcut was created because in your environment the extension
.cnf was applied for an MS application.
Open my computer.
In the Tool menu, open Folder Options.
Click the Tab Files Types.
Search for the .cnf extension and remove it (if you don't need this
set file option).
Create the my.cnf file again.
