it cannot inititate downloads

I am trying to download mysql for my windows XP but this url site:

http://www.mysql.com/downloads/mysql-3.23.html

has been unaccessible for over two weeks. I just could not initiate the download. My 
provider is Comcast Cable.

What is the problem?
