After two days of trying I cracked it.

Modify

/etc/my.cnf

        [client]
        socket=/tmp/mysock.sock

        [socket]
        socket=/tmp/mysock.sock

Edit
        /usr/local/lib/php.ini
        "mysql.default_socket="/tmp/mysql.sock"

Type
        mysqladmin --socket=/tmp/mysql.sock

-------
<html>
<body>
<?
$link =         mysql_pconnect("localhost:/tmp/mysql.sock", "user", "password")
                or die ("Could not connect");
                Print ("Connected Successfully");
                mysql_select_db("test");
                $query = "select * from logbook";
                $result = mysql_query($query);
                print "<table>\n";
                while ($line = mysql_fetch_array($result, MYSQL_ASSOC)) {
                print "\t<tr>\n";
                foreach ($line as $col_value) {
                print "\t\t<td>$col_value</td>\n";
                }
                print "\t</tr>\n"; } print "</table>\n";
                mysql_free_result($result);
                mysql_close($link);
?>
</body>
</html>
