I think that MAX_SLOW_QUERY_PER_HOURS is useful options for
GRANT ... WITH MAX_QUERIES_PER_HOUR = N1
MAX_UPDATES_PER_HOUR = N2
MAX_CONNECTIONS_PER_HOUR = N3;
statment.
