3.23.x API is LGPL
4.x is API is GPL

3.23.x and 4.x servers are both GPL


Owner can always give out separate license for anybody, so if GPL does not
fit you, ask MySQL AB for other license. But if you benefit from this,
they also want to have a share. Sounds reasonable to me.
