mysql quota

I want to let users on my system use MySQL, but I want them to have some sort of quota. Is there anyway to create a max database size with MySQL? I could just chown the directory in /var/lib/mysql, but that means I would have to create a username for each person and set filesystem quota. I really don't want to do that, I just want them to use mysql from a remote machine or through PHP.
