Is there a website, book, or tips to secure and optimize MYSQL?

This is what my users look like:
Host Users Password Privileges
localhost administrator yes has all priv.
localhost root yes has all priv.

Is this a good? If the host is localhost does that mean no one can access it unless they have "like physical" access? In other words they can't connect to it via IP address.
