You can't. The only reason you can get MySQL for OSX is because of it's Unix underpinnings which made it possible to port MySQL to OSX. MySQL would have to be completely rewritten to run under OS9.

If you want to use MySQL on a Mac, you need to have at least one OSX box. You could then design a web interface to your database using PHP, Perl or many other things. The OS9 machines would access it through their web browser.
