Alexander Barkov and Peter Gulutzan have written up some documentation on the new character set support in MySQL 4.1, which has now been added to the online manual. You can read it here:

Note that this documentation actually is ahead of the current release (4.1.0) because it is current for 4.1.1 and some things have changed since 4.1.0.
