There is not an MSI installer for MySQL 4.0. There will be one for 4.1
(it is currently being developed).
There is an installer-less version of MySQL 4.0.13 for Windows posted on
the download page (it is a simple .zip archive).
The installer does work on Windows XP Pro, many people have tested it
(including myself) on this operating system. Can you let us know exactly
how it is failing? This might be related to some level of hotfix or
service pack you have installed, or some application that is running in
the background on your system, but not on others.
