This is typically configured in my.cnf configuration file. B) you need to ensure the mysql privlidges will allow access from other hostnames/ip addresses. If mysql isn't listening on the required interface there is no a way tcp/ip connection can be established... It is very possible that the application running on the same server is using mysql sockets to connect to the sql server instead of using tcp/ip... Start with ensuring the server is listing tcp/ip on the correct interface.. If you can send us your my.cnf,it would help..
