MySQL Cluster is currently only available in source form as part of the MySQL 4.1 BitKeeper repository (which means it will show up in the nightly snapshots at http://downloads.mysql.com/snaps.php soon), it will be part of the source download for MySQL 4.1.2 when that is released, and binaries will be included in 4.1.2 or later 4.1 releases for those platforms that MySQL Cluster supports.
