Right, I think the OO.o thing just isn't going to work for me, unless I can get the IT department to like it, but they're already deeply invested in MSO. The MS Access interface idea would be a quick solution, but I wonder if there would be version conflicts in the future, since the MSO upgrades are performed on an individual basis. If a person or two coulnd't use the system for a few days, due to upgrades, that would be a real problem. So a web interface seems to be the best solution, based on that, but I'm not a web programmer... yet. Can you suggest a good training resource for MySQL/PHP? Are there any good classroom-based training companies that don't charge an arm and a leg?

It is possible and even fairly easy to make an Access application that does your job, but runs as a front end to your mysql database on a central server. Lookup myODBC for more info on this.

Of course you should be able to do the exact same thing with open office :) I have only done it with Access. It does bring up the issue of installs on everyone's machines and I guess that might be the killer for you. Everyone has a web browser of course..
