Minor nit here... If you're using the 5200 for TV-Out, then I don't think that you can be using the PVR-250 for MPEG-2 decoding. On the other hand, the 250 is doing hardware encoding.
While it's true that some of the older PVR-250 cards do have a hardware decoder (mine does), I don't think that the ivtv driver can use it for anything.
