Most do have it set up that way. My primary backend has a Air2PC and
PVR-250 in it. My channels look like this:

3 : PVR
3_1: AIR
5: PVR
5_1: AIR

however, from a "browsing" experience, each tuner is treated
differently, both when you hit up/down channels, and in the EPG.  If
you're on the PVR, you'll go from 3 to 5. If you're on the AIR, you'll
go from 3_1 to 5_1. I'm sure they'll be a patch coming at some point
to address that.
