The MPEG-2 standard does allow for "information" frames, which contain things like guide/program information. However, the exact format might differ from cable operator to cable operator (in the U.S. anyway, it seems that Europe has better standards for this kind of thing).
Your VCR likely doesn't understand MPEG-2 though, so it's probably getting the information from the VBI. I don't think that MythTV has support for this, and AFAIK, the Hauppauge hardware cards (PVR-x50) have limited VBI support in the driver at this point (although with the newer releases, that may have changed).
