Umm, no: avidemux only produces valid files for non-GOP cuts if you recode the video. When cutting without recode, it'll happily accept and perform a cut at an arbitrary frame, but you may end up with a file starting with a couple of orphaned B-frames.
*but*, it'll reencode only what it needs, not the entire file. Only issue seems to be with remuxing, which is why Gavin had to use lvemux for nuvexport mpeg2cut instead of something more readily available.
