root does need it if you ever start mythbackend by hand as root, hence having one copy of mysql.txt in ~root/.mythtv/ with and the other one in /.mythtv/ symlinked back to it. You only ever need maintain one file then... btw, I think this might actually be an FC3 or ATrpm build problem as mythbackend shouldn't really be looking in /.mythtv/ for anything on FC3.
