iirc standard definition NTSC is only 16bpp, but check the Wikipedia on this. 
Also, different tv out chips used on video cards work best at a specific 
resolution. so 800x600 might not be the best for your card, try playing 
around with different resolutions until you find one your chip is happiest 
with.
