You must be mistaken.. fruity only supports nagios 2.x, from the fruity 1.0 rc1 Install.txt

REQUIREMENTS:
        Nagios v2.0
                - Nagios v1.x support is no longer supported.
                - You can import v1.x configs, however.

Both can be used stand-alone: that is, Monarch works with Nagios even if you choose not to implement the rest of GroundWork Open Source.
