It seems you are doing a lot ot of guess work here. You need to describe
in full (include relevant part of config files):
 - host definition
 - service definition
 - contact group
 - contact
 - Nagios log entries

Untill now nothing has been done to break this issue down properly.  Just
sending back and forth a lot of messages is not very productive.

in 99% of all cases it is a config error. Then there is 0.9% where there
is problem with the other tools (like sendmail). Leaving the remote 0.1%
change you hit a bug.

We know exactly nothing about your setup unless you tell us. So you have
to spill the beans and show us.
