Richard, In order to do this, investigate using escalation groups (even w/ time settings). I have the setup here configured to send emails during alert 1 and 2 of the business day, SMS for alert 1 and 2 after hours and on weekends to our support team, then alerts 3+ go to myself and my team if they aren't' resolved. This is actually about 1 hr before they escalate in my case, but it can be easily tailored.
