If you are able to search through the archives, I posted a workaround which works similar to what you want. Basically, you pass the notification number in the notification command and have the notification command call a script. This script checks the notification number and if it is 1 then exit, if it is 2 or higher then send an email/page/etc. This is oversimplifying it, but you should get the idea.
