Truncate it first to avoid replaying old commands:

start)
true >/path/to/cgi.pipe
tail -f /path/to/cgi.pipe > /path/to/nagios.cmd

> stop)
> rm /path/to/cgi.pipe

Useless as the file can be created by the cgi anyways...

You should also monitor the size and make sure it doesn't grows up too much.
