It would be analogous to running Apache httpd with Nagios's configuration: it just can't work. You'll have to read more about Xinetd to set it up. You need NRPE running only on the remote systems, and check_nrpe on the Nagios server. In practice though I run NRPE on the Nagios server too so that my commands are defined the same way for both remote and local servers.
