Sounds silly, but have you restarted Nagios after you've made the changes? I've noticed on some of our test boxes that sometimes you need to stop Nagios, then check that it truly has stopped (ps ax | grep nagios should only return the "grep" command) and then restart it. If you have already done this, can you post your nagios config files for notifications?
