That did it, thanks Marc. I forgot there needed to be a contact group 
association for the hosts, I thought that was still handled through the 
hostgroups.

Re-stating/wording my original e-mail, add this new contact to the
contactgroup associated with the host{} and remove them from cgi.cfg.
You may have added them to the service{}'s contactgroup but that has no
bearing on who can view host status.
