I would verify that the service check time_periods, check_intervals  
make sense and that active checks are enabled both at the service  
level and globally via the web interface.

If you use state retention, try stopping nagios, moving the retention  
file out of the way, globally disabling retention in nagios.cfg and  
restarting.

If you continue to have issues, recompile nagios with debug enabled  
and run with that.
