Have you checked the firewall settings in 2008? If they have been enabled then they will block the nsclient++ exe from communicating on the network unless you tell the firewall to let nsclient++ traffic through. That's the next thing I would check.

Given Nagios suggests a socket error, I suspect it is probably some bug in the x64 client on the 2008 machines...
